THE Houldsworth RIBBLESDALE CRICKET LEAGUE RULES

1. TITLES CONSTITUTION

(1) The League shall be called "THE RIBBLESDALE CRICKET LEAGUE"

(2) The Senior League shall consist of not more than 14 Clubs.

(3) Divisions One and Two, each made up of not more than 14 teams, shall comprise the Second Teams of the Clubs in the Senior League and other such Clubs as may be duly elected, with promotion and relegation between Divisions One and Two.

(4) Division Three shall comprise Third Elevens (or Second Elevens where applicable) of member Clubs whose First Elevens play in the League, in whatever Division.

  There shall be no promotion or relegation between Divisions Two and Three.

2. MANAGEMENT

(1) The League shall be governed by a Management Committee consisting of a President, Chairman, Vice-President, Hon. Secretary, Hon. Treasurer, Hon. Umpires' Secretary, Hon. Fixtures Secretary, Hon. Assistant Secretary, and ex-officio members, and one representative from all clubs in the league during the previous season and also the League umpires and the Ribblesdale Youth League.

(2)  The Hon. Officials shall retire annually but shall be eligible for re-election if they so wish.

(3) The Hon. Auditor and Hon. Solicitor shall be elected annually but shall not be ex-officio members of the League Management Committee.

(4) Any Club being a member of the League Management Committee, and being not represented at three or more meetings in a period of twelve months shall forfeit its membership of the League Management Committee for a period of twelve months.

(5) Member Clubs which are not represented on the League Management Committee shall be allowed to attend and participate, but not to vote, at the Committee Meetings.

(6)  Six Club representatives shall form a quorum.

(7)  The President or other Chairman of a meeting shall be entitled to a casting vote if this is required.

(8)  The Hon. Officials shall not be allowed to vote.

(9)  Unless the Management Committee shall otherwise decide, it shall meet on the first Monday in each month.

(10)  The League Management Committee may delegate its powers to a sub-committee.

(11)  Emergency Committee. Any three League Officials to form a League Emergency Committee.

(12) The League Selection Committee shall consist of four members elected for this purpose following the receipt of nominations.

(13) A Ground Committee shall be formed with powers to inspect grounds and facilities before and during the season. The Committee shall act on complaints by Captains, Clubs or Umpires and report to the League Management Committee who shall deal with any Club whose facilities are not up to standard. A Club failing to comply with the Committee's recommendations shall render itself liable to a fine or expulsion from the League.

(14) The League Management Committee shall have the power to nominate to the League A.G.M. the name of any person who by his/her meritorious service, for and on behalf of the League itself, shall be considered suitable to be granted Honorary Life Membership of the League. Such Honorary Life Members shall be invited to special League functions and shall be eligible to attend all meetings of the League, but without voting powers.

(15) The League Secretary shall, on the written request of any Club Secretary, stating the business to be transacted, within 21 days, call a meeting of the Committee and in the event of the business being considered by the Committee as trivial or unimportant, the Club so requesting the meeting shall pay the cost of the meeting.

(16) League Officials shall be paid such expenses as are agreed by the League Management Committee, following their submission to the League Treasurer.

(17) Any action taken by a member Club which shall bring the League into disrepute shall be punishable by such fine as the League Management Committee shall decide.

(18) The League Management Committee shall have the power to adjudicate in all disputed matters in the Competition, or in the affairs of the League and, subject to appeal under Rule 2 Para 19, their decision shall be final.

(19) Appeals. In all cases of appeal to the Committee the representatives of neither the appealing Club, nor the ones of those appealed against will be allowed to vote. The Chairman for the time being of the Committee shall not vote except in the case of an equality of votes when he shall be entitled to exercise a casting vote.

3. (ANNUAL) GENERAL MEETINGS

(1) A General Meeting of the League shall be held annually on the last Monday in November. At the Meeting a Statement of Accounts, duly audited, shall be presented, Officers elected, Rules amended and such other business transacted as may be deemed desirable: Notices of motion for inclusion in Agenda must be forwarded to reach the Secretary not later than 30th September in each year.

(2) Any proposition to the League Secretary for the League A.G.M. shall only be accepted for the Agenda if there is a Seconder for it, in writing, subject to the same deadline.

(3) Voting entitlement at an (Annual) General Meeting is as follows:

(a) One vote each to all Clubs whose 1st Team play in the League.

(b) One additional vote to all Senior Clubs.

(c) One vote to Umpires' Representative.

(d) One vote to Youth League Representative. Voting: Senior Clubs 28, Umpires 1, Youth League 1, Others 5.

(e) The Chairman of such meeting shall not vote except in the case of an equality of votes, when he shall be entitled to exercise a casting vote.

(f) No member Club which has applied for membership of another League shall be entitled to vote on resolutions laid before any Annual General Meeting whilst such application is pending.

4. LEAGUE RULES

(1) These Rules shall only be altered at the Annual General Meeting and notice of any proposed alterations shall be sent to the Secretary of each Club by 31st October.

(2) Amendments to such proposals for discussion at the A.G.M. shall be received by the League Secretary, with a seconder, in writing, by 14th November.

(3) Any contravention of the Rules herein contained shall entail such fine, or other penalty, as the League Management Committee shall, from time to time, decide, unless a fine or penalty is specified in the Rules itself.

(4) League Rules shall at all times be rigidly enforced.

5. LEAGUE MEMBERSHIP

(1) Any Club joining the League shall pay an Entrance Fee of Twenty Five pounds.

(2) Subscriptions shall be of such amounts as the League Management Committee shall, from time to time, decide.

(3) Any change in the League membership or status of Divisions One and Two, other than normal promotion or relegation or re-election, approved at an Annual General Meeting, shall be effective no sooner than one full cricket season after the A.G.M. at which the decision was taken, except where a team resigns in accordance with League Rules, or has its membership terminated by a Special General Meeting of the League or the Annual General Meeting of the League.

(4) The League Management Committee shall have the power, where considered necessary, to accept Clubs into membership of the League, subject to ratification by the Annual General Meeting or a Special General Meeting of the League.

(5) Any member Club wishing to approach another League, with a view to possible membership of that League, shall first obtain written permission from the League Secretary. Such permission shall not be interpreted as resignation or dismissal and shall be granted within 7 days unless the Club has failed to fulfil its financial obligations to the League or has failed to observe the Rules of membership.

(6) Any member Club intending to resign its membership of the League shall inform the League Secretary, in writing, by 30th April, of its final season of membership.

(7) No Club shall be admitted to membership or continue in membership of the Ribblesdale Senior League which does not enter its 1st XI in that League.

(8) Any Club in membership of the Ribblesdale League irrespective of Division must enter its 1st XI as its premier team, playing in the League.

6. RULES IN RESPECT OF AMATEUR PLAYERS ELIGIBILITY

(1) Only bona fide members of  Ribblesdale League Clubs shall be eligible to play in the League and Cup Competitions. No individual playing regularly in another recognised weekend cricket league shall be eligible to play in this League without the special permission of the League Management Committee

(2) No amateur player shall be eligible to take part in league matches unless registered for five days before 31st July in each season. Players registered after 31st July may only play with the permission of the League Management Committee.

(3) No amateur player shall be allowed to play with any Club in the League if he has already played during the same season in another senior league, i.e. a league with clubs playing professionals, without the special permission of the League Management Committee.

(4) No player may play with two Clubs in this League in any season without special permission of the League Management Committee

(5) No player shall be nominated for, or play in, more than one match on the same day.

(6) Any player leaving a Club in this League whilst any financial obligations are outstanding shall not be allowed to play with any other Club in the League until such obligations have been met.

(7) No player who has played regularly for a Club 1st XI shall be selected for the 2nd XI after the second weekend in August, without the special permission of the League Management Committee.

(8) No Club shall have registered with the League any amateur player who has not been continuously resident in the United Kingdom for a period of twelve months prior to the start of the season. This Rule shall not apply to expatriates of the United Kingdom.

(9) With the permission of the League Management Committee, a registered player under contract to a County Club shall still be eligible to play for his Club providing that he is still uncapped by the County Club and has not fulfilled a professional engagement in any League during the season in question

(10) Registrations

All applications for registration must be made to the Fixtures Secretary, in writing on the special Registration Form supplied.

(11) Transfers

All applications for transfer (under Paras. 3 or 4 above or from another league in membership of the Lancashire Cricket Association or League Cricket Conference) must be made in writing to the Fixtures Secretary enclosing written clearance from the player's former Club and a completed Transfer Form.

(12) Violation of Rule

Any Club violating this Rule shall be fined £25 and, at the discretion of the League Management Committee, may have maximum points deducted, or be compelled to replay the match and to defray all expenses incurred.

(13) Inducements (Penalties - See Rule 7 Para. 14)

On its being proved to the Management Committee that any inducement whatever has been offered to any amateur to secure his services for a League Club except as Professional, the offending Club shall be fined for each offence. The player accepting such inducement shall be disqualified for such period as the Committee shall decide. A player offering his services for a consideration to any League Club, except as a professional, shall be immediately disqualified.

(14)  All clubs must register their Youth League players with the League's Fixture Secretary along with their Senior Players. Full details  showing player's name, d.o.b., address and telephone number must be given. 

(15)  The League adopts the current fast bowling directive for Young players.

(16)  Fast Bowling Directives

Recommended Playing Condition

The Ribblesdale League is required to adhere strictly to the ECB Fast Bowling Directives for young fast bowlers up to and including the Under 19 age group. The following playing condition is recommended by all the ECB Leagues that wish to incorporate the Directives into their regulations.

The ECB Fast Bowling Directives will apply to all matches in this competition.

Any fast bowler, defined as a bowler to whom a wicket keeper in the same age group would in normal circumstances stand back to take the ball, cannot bowl more than 7 overs in any one spell and must not bowl more than 21 overs during a day's play. For Under 17 and Under 16 players the restriction is a maximum of 6 overs in any one spell and 18 overs during the day. For Under 15 and Under 14 players the restriction is a maximum of 5 overs in any one spell and 10 overs during the day. Having completed a spell the bowler cannot bowl again, from either end, until an equivalent number of overs to the length of his* spell have been bowled from the same end. Interruptions in play, whether scheduled or unscheduled, shall reduce this requirement by one over at each end for every 7 minutes of interruption.

* The Directives apply to girls and boys, and any reference to he/his should be interpreted to include she/her. The year starting date of midnight on the previous 31st August is assumed throughout.

If play is interrupted, for any reason, for less than 40 minutes any spell in progress at the time of the interruption can be continued after the interruption up to the maximum number of overs per spell for the appropriate age group. If the spell is not continued after the interruption the bowler cannot bowl again, from either end, until an equivalent number of overs to the length of his spell before the interruption have been bowled from the same end.

If the interruption is of 40 minutes or more, whether scheduled or unscheduled, the bowler can commence a new spell immediately. Once a bowler covered by these directives has bowled fast in a match he cannot exceed the maximum number of overs per day for his age group even if he subsequently bowls spin. Any spell that includes fast bowling must not exceed the maximum number of overs per spell even if some of the spell is of spin. Team Managers and/or Captains are responsible for providing the Umpires with a Team Sheet showing the ages of all players (U19, U17, etc.) before the toss for innings takes place. Umpires are requested to ensure that this Playing Condition is strictly adhered to in all circumstances. The Fast Bowling Directives make an important contribution to the development of young fast bowlers.

England and Wales Cricket Board

ECB Fast Bowling Directives in Adult Cricket Season 2002

The England and Wales Cricket Board (ECB) has issued the following clarification of the procedure to be followed when implementing the ECB Fast Bowling Directives in adult cricket. The Ribblesdale League must adhere to the Directives and it is hoped that they will be followed in all other Leagues and other recreational cricket in order to protect young fast bowlers.

• It is the responsibility of the Captain to inform the Umpires, prior to the commencement of the match, of the age group of any player under the age of 19 as at midnight on 31st August 2001.This should be done when the teams are nominated, in writing, as required by the 2000 Code of the Laws of Cricket. It is also helpful if the Captain identifies those players who are expected to bowl fast and be covered by the Directives.

• Captains are responsible for ensuring that any fast bowler who falls within the Under 19 age group and younger does nor exceed the ECB Directives for maximum overs per spell and maximum overs per day. It is essential that the maximum overs per spell and minimum rest period Directives are strictly followed.

• Umpires will monitor the above and inform Captains of any potential breach of the Directives prior to the commencement of the over which would bring about the breach.

• In these circumstances, should the Captain refuse to withdraw the bowler, the Umpire will inform the Captain that there will be a breach of the ECB Directives and that the Captain will personally assume full responsibility for this action including the transfer of all legal liabilities from the Umpires to the Captain. The match should then proceed. At the conclusion of the match the Umpires should report the breach to the Executive of the fielding side and to the League or other Governing Body responsible for the match. It is also recommended that, if the bowler is a member of a County squad, the relevant County Coach is informed of the breach.

• The definition of a fast bowler, as one to whom a wicket keeper in the same age group would in normal circumstances stand back to take the ball, should be interpreted on a reasonable basis - for example, if the bowler is Under 17 would it be reasonable to expect an Under 17 wicket keeper of average ability to stand up? If Captains have any doubt as to whether a young fast bowler is covered by the Directives they should consult the County or Club Coach for the relevant age group for guidance. All Club Captains, Coaches and Umpires should be made aware of this Procedure as soon as possible.

New safety guidance on the wearing of cricket helmets by young players.

The England and Wales Cricket Board has issued safety guidance on the wearing of cricket helmets by young players. A helmet must be worn by young players when batting and when standing up| to the stumps when keeping wicket against a hard cricket ball in matches and in practice. A young player should not be allowed to bat or to stand up to the stumps when keeping wicket without a helmet against a hard ball. Coaches, teachers, managers and umpires should always ensure that a young player wears a helmet. Players should regard a helmet with a faceguard as a normal item of protective equipment when batting against a hard ball, together with pads, gloves and, for boys, an abdominal protector (box). There is a British Standard (BS7928:1998) for cricket helmets and it is in the best interests of players to ensure that their helmet conforms to this standard.

This guidance should be followed by all players up to the age of 18. It applies to young in adult cricket as well as to a junior cricket played with a hard cricket ball.

Fielding Regulations

The ECB has also extended the existing regulations covering the minimum fielding distances for young players in all matches where a hard ball is used No young player in the Under 15 age group or younger shall be allowed to field closer than 8 yards 7.3 metres) from the middle stump, except behind the wicket on the offside, until the batsman has played at the ball.

For players in the under 13 age group and below the distance is 11 yards (10 Metres)

These minimum distances apply even if the player is wearing a helmet.

Should a young player in these age groups come within the restricted distance the umpire must stop the game immediately and instruct the fielder to move back. In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and for boys an Nominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk. These fielding regulations are applicable to all cricket in England and Wales. Age groups are based on the age of the player at midnight on 31st August in the year proceeding the current season.

7. RULES IN RESPECT OP PROFESSIONALS

(1) This Rule applies to the Senior League only. In Divisions One, Two and Three Professionals are not allowed.

(2) The attention of all Club officials is drawn to the existence of an agreement between the League and the Lancashire County Cricket Club, whereby any negotiations between a League Club and any Professional in the employment of the County Cricket Club from whatever source initiated are strictly forbidden until the written consent of the County Committee has been obtained and the League Committee has undertaken not to sanction any agreement obtained in violation of the above conditions.

(3) The playing of not more than one Professional shall be optional to each Club such Professional   to be registered in writing, with details as for any other player not less than three days, previous to taking part in any League match.

(4) A Club, having PERMANENTLY lost the services of a Professional previous registered with the League in the current season through illness, injury or some compassionate or other reason acceptable to the League Management Committee, may register another Professional to be agreed by the League Management Committee.

(5) A Club having a registered Professional at the beginning of the season and having lost his services and, being entitled to engage a replacement under clause 7(4) shall satisfy the League Management Committee of its effort to engage suitable replacement.

(6) In the event of a registered Professional being unable to play for his club either through accident, injury, sickness, being required to play for his country, count minor county, or state club, or for some compassionate or other reason acceptable to the League Management Committee, a substitute professional be agreed by L.M.C. may be engaged.

(7) In case of unavailability due to accident or sickness, a medical certificate shall I forwarded, so as to reach the Fixtures Secretary within 48 hours of notification his unavailability and shall be repeated each weekend during the Professional indisposition.

(8) A Club not having a registered professional at the beginning of the season shall not be allowed to engage a professional without first obtaining the permission of the L.M.C.

(9) A signed copy of the Professional's Contract, with financial details deleted, shall be lodged with the League Secretary at least three days prior to the Professional commencing to play in the League.

(10) Each Contract of Employment shall include a clause stating that it is for the full season. It shall also include a clause whereby the Professional acknowledges that his employment is subject to the provisions of the League's Disciplinary Rules and that the Professional further acknowledges that he is aware that the League has adopted the N.C.A. Disciplinary Rules and that the provision of such Model Rules  have been brought to his attention.

(11) Clubs which employ Overseas Professionals shall obtain a Work Permit issued the Department of Employment (Overseas Labour Section) before registering the Professional with the League.

(12) No Club Professional in the League shall be approached with a view engagement by, or on behalf of, another member Club before 1st August, with the written consent of his present Club.

(13) For a breach of this and/or Rule 6 Para. 13, the offending Club shall be subject such penalty as the League Management Committee shall decide.

(14) Any fine levied by a Club against its Professional, following an internal Disciplinary Hearing into a breach of League Rules, shall be paid to the League.

8. DISCIPLINE

(1) It shall be a disciplinary offence

(a) for any player in the course of or in connection with a match to misconduct himself or to act at any time in a manner calculated to prejudice the good name or interests of the League, and

(b) for any Club to fail properly to control or discipline its players or to act in a manner calculated to prejudice the good name or interests of the League, and the player and Club committing an offence shall be liable to penalties' in the manner and as described hereafter.

(2) For the purposes of these rules the expression "the player" shall throughout these rules be deemed to mean and include not only any player, whether a Professional or otherwise, but also any member or official of any Club or if appropriate any other person involved in any incident of possible misconduct occurring on the field of play, or on the premises of the Club, as may be appropriate in the particular circumstances.

(3) Before any penalty is imposed there shall be a disciplinary hearing before the Disciplinary Sub-Committee of the League. At least 7 days notice in writing of the hearing and of the offence alleged shall be given to the player, or in the case of Club, its Secretary, in writing. The Club or player shall be entitled to attend the hearing (in the case of a Club by its Secretary or other official), to call witnesses to speak on their behalf together with one non-legal representative.

The hearing is not a court of law. The Chairman's ruling on the conduct of the hearing shall be final.

(4) If at the hearing the Disciplinary Sub-Committee find the offence alleged proved it shall have the power to impose one of the following penalties:

(a)  In the case of a player

(1)  expulsion from the League:

(2)  suspension for one or more matches, including suspension held in abeyance for a specific period;

(3) a fine of not more than £500;

(4) reprimand; save that the player may be for the same offence both suspended and fined.

(b) In the case of a Club

(1) Expulsion from the League;

(2) Expulsion from any cup competition of the League;

(3) Deduction of points in the League;

(4) a fine of not more than £250; save that a Club for the same offence may be subject to both deduction c points and a fine.

(5) A player or Club found by the Disciplinary Committee to have committed an offence or upon whom the Disciplinary Sub-Committee has imposed a penalty shall have the right of Appeal to the Appeals Sub-Committee. Notice of Appeal setting out the grounds must be given in writing to the Secretary of the League within 7 days of the decision of the Disciplinary Sub-Committee, together with deposit of £25. Upon giving Notice of Appeal the penalty shall not take effect pending the hearing of the Appeal.

(6) The Appeal shall be by way of re-hearing. The player or Club shall have the same rights of attendance and representation, and to call witnesses as they had before the Disciplinary Sub-Committee.

(7) The Appeals Sub-Committee shall have the power to cancel, confirm, decrease or increase any penalty imposed by the Disciplinary Sub-Committee. The Appeal Sub-Committee shall also have the power where they consider the Appeal to be without merit to order that the deposit be forfeited.

(8) The decision of the Appeals Sub-Committee, or if no appeal of the Disciplinary Sub-Committee, shall be final and binding.

(9) Costs of Disciplinary Hearings. Any Club whose players are found guilty of disciplinary offences shall be charged the full costs of the Disciplinary Hearing including all postage and photocopying costs, the travel costs of Panel members at 10 pence per mile and expenses of a match payment for any umpires require to attend.

9. CODE OF CONDUCT

The League has adopted the following code and Umpires should immediately report any instances where it is broken.

   (1) Clubs shall be responsible for the behaviour of their "players" (See Rule 8(2)).

   (2) The highest standards, both on and off the field, will be observed in keeping with the dignity and best traditions of the game.

  (3) Players taking part in competitions under the jurisdiction of the League shall wear only normally accepted white cricket clothing.(4) Intimidation, aggressive behaviour or deliberate distraction of opponents unacceptable.

(5) Dissent at umpiring decisions is unacceptable.

(6) Foul language or verbal abuse is unacceptable, as is swearing (whether at own performance or not).

  (7) Intimidatory or indecent gestures are unacceptable.

  (8) Spitting on the field of play is unacceptable.

  (9) Incoming batsmen should enter the field of play from the pavilion area and cross ON the field of play with the outgoing batsman.

  (10) It is the responsibility of each club to acquaint its officials and players of this Code of Conduct and the League Disciplinary Rules.

10. FIXTURES

(1) All matches shall be played between April and September, both inclusive, and shall be played under the Revised Rules of the M.C.C, except as provided for in League Rules.

(2) Fixtures shall be arranged by a Sub-Committee appointed by the League Management Committee or in such other manner as the Committee shall decide.

(3) A list of provisional dates on which fixtures are to be played in the forthcoming season shall be submitted by the Fixtures Secretary for discussion by the Committee as soon as possible after the close of the playing season.

(4) After publication of the League Handbook any re-arrangement of Fixtures shall only be made for exceptional reasons and with the sanction of the League Management Committee, who shall be given 14 days notice prior to the original date of the fixture.

(5) Official League/Ramsbottom/Lawrenson Cup Fixtures shall take precedence over any other fixtures arranged by member Clubs.

(6) Clubs shall not be allowed to re-arrange fixtures in order to avoid playing during local holiday weeks.

(7) Arrangements shall be made for local derby matches in the Senior League to be played on Sundays, where specific requests are received prior to the drawing up of fixtures for the following season.

(8) Matches may not be re-arranged if the original fixture is not played due to bad weather, except that the first complete "No Result" day in any Division on or before the second weekend in August shall be replayed on a date to be decided by the League Management Committee, except as follows. Whilst 24 or more matches are scheduled to be played during the season in any Division, there shall be no rearrangement of the first set of "No Result" fixtures in that Division.

(9) Where a set of "No Result" fixtures in any Division is replayed in accordance with this Rule, all details of the original matches shall be expunged from League Records and shall not count in either League or Club averages.

(10) Any Club refusing to fulfil its engagement shall forfeit its deposit and be expelled from the League.

(11) In the event of any Club being disqualified from taking part in the competition by the League Management Committee, all matches such Club has played, no matter what the result has been, shall be considered void and all matches they are engaged in shall be considered void as League matches. Such Club to pay its annual subscription current at the date of disqualification and such other monies as may be due from it to the League.

(12) In the event of any team failing to fulfil a fixture in a Veka Ribblesdale League Competition, the following penalties shall normally apply:

(a) In the case of a League Match the maximum points available for a Win shall be awarded to the other side.

(b) In the case of a Cup match, the other side shall automatically progress to the next round of the competition.

(c) Any costs incurred shall be met by the offending Club.

(d) If prior permission to withdraw from the fixture has been granted by the League, a fine of £15.00 shall apply to teams from the Senior League and Divisions One and Two.

(e) Cases involving teams from Division Three shall be dealt with individually by the League Management Committee, following the submission of written evidence by the Club concerned.

(f) If prior permission to withdraw from the fixture has not been granted by the League a fine of £30.00 shall apply in all Divisions. In exceptional circumstances the League Management Committee shall have the power to override the above and deal with a case individually.

(13) Where there is a clash of fixtures between a Ribblesdale League Competition and that of any other competition, a member Club must field its strongest team in the Ribblesdale League Competition, except where the permission of the League Management Committee has been obtained due to exceptional circumstances.

(14) Any club fielding a team of fewer than eleven players in any match shall be liable to a fine not exceeding £10.

(15) Regular First Team players shall not be selected for Division Three matches without the permission of the League Executive Committee. Any violation of this Rule to be dealt with under Rule 6(12).

(16) REPRESENTATIVE MATCHES

The League shall, in all cases, have first choice of players for Ribblesdale League Representative matches.

(17) All Clubs must submit a list of their league average winners for both batting and bowling, their leading catch taker, the records of their wicketkeepers, as well as the player with the highest league score and best league bowling performance. These are to be submitted in writing to the Secretary by 30th September. Failure to do so will result in a fine of £50 for the Club and any player subsequently found to have won an award will not receive the award.

11. MATCH RULES

(1) Toss for Innings

Umpires will accompany the Captains to the toss before which the team nomination sheets will be exchanged and handed to the Umpires together with each team's match balls.

(2) Team Nomination

In all League and Cup games, before the toss for innings, each Captain shall nominate his players by handing the Nomination Sheet to the opposing Captain and thence to the Match Umpires. The players thus nominated shall not thereafter be changed without the consent of the opposing Captain.

(3) No game shall commence after 4.00 p.m.

(4) The maximum duration of a game shall be 90 six-ball overs.

(5) Play shall commence at 1.30p.m.  and shall not continue after 7.30 p.m. except to finish the over in progress as indicated in Para. 16.

N.B. M.C.C. Law 16 (10) "If during the last over the Players have occasion to leave the field the Umpires shall call 'time' and there shall be no resumption of play and the match shall be at an end."

(6) No match shall be started, or restarted after an interval or interruption, whilst rain is falling.

(7) If it is not possible to start at 1.30 p.m. due to weather or weather affected conditions on the pitch or surrounds, or due to bad light, the following shall apply: For every full period of 7'/2 minutes playing time lost between the scheduled starting time and the actual starting time, 2 overs will be deducted from the overall 90 overs (i.e. one over from each side per 7'/2 minutes lost, up to a maximum of 150 minutes - 20 overs per side lost) after which no match shall be started. The time lost and, hence, the number of overs remaining to be agreed between the Umpires and the opposing Captains and to be recorded in the scorebook.

NOTE - Once the game has started, no further reductions in overs will be made except as indicated in Para. 16(b).

(8) The first innings shall be a maximum of 45 six ball overs but shall not last more than 2 hrs.50 mins, except to finish the over in progress. However, where time is lost at the commencement of a match due to weather or ground conditions, the maximum batting time in the first innings shall be reduced by half the total time lost before play starts. A side receiving less than their maximum permitted number of overs in the time allowed during the first innings shall bowl only the same number of overs in return but on completion of those overs, providing time allows (see Para. (5)); and if they feel it is to their advantage, may elect to bowl the maximum permitted number of overs available, except as in Para. (9) below.

 

(9) The side batting first, not having batted for more than the maximum time allowed under Para. (8), may declare before its allocation of over have been bowled and may then claim any unused overs to try to bowl out the opposition. A side bowling out the opposition in less than their permitted maximum number of overs during the first innings may claim any unused overs when they bat, providing such dismissal was achieved within the maximum time allowed for that innings.

(10) The wish by either side to claim any unused overs from the first innings shall be conveyed to the opposing Captain and the match

Umpires before they take the field after the tea interval, except where Para. (8) applies.

(11) Over Rate

Any team failing to bowl the equivalent of 16 overs per hour overall (i.e. one over every 3.75 minutes) shall be reported and, following an investigation, may be subject to a fine not exceeding £25.00.

(12) The interval between innings shall be 25 minutes. However, if by agreement between both Captains, tea has already been taken during

a stoppage due to weather conditions, the interval shall be limited to 10 minutes. If the match has not all ready started, tea tea will be taken no later than 4.00 pm Any interval there after will be limited to 10 minutes.

 

 

(13) "Lost Time" will not be added. Any time lost at the commencement of a game

(except for adverse weather or ground conditions) or at the interval shall be punishable by a fine on the offending Club of 10 pence per minutes. All such "lost time" shall be recorded in the scorebook.

(14) The score for the first innings shall be agreed by the Captains of both teams before the end of the tea interval and shall be displayed on the scoreboard.

(15) The total number of overs remaining after the interval shall be displayed on the scoreboard, with deductions after each over as the game progresses. (16) Last 25 overs

(a) At the completion of the over in progress at 6.25 p.m. (5.55 p.m. in April, in late August and in September), a minimum of 25 overs shall be bowled providing a result has not already been obtained and 25 or more overs still remain to be bowled in the innings.(N.B. The 25 overs is a minimum requirement. Providing time allows and further overs are available, play may continue after the 25 obligatory overs have been completed.)

(b) Should play be interrupted at 6.25 p.m. (5.55 p.m. in April, in late August and in September) or after for stoppages due to weather or light conditions, or the interval between innings, the minimum number of overs to be bowled shall be reduced from 25 overs, by one over for every 33/4 minutes lost.

(c) Unless they have been reduced for stoppages due to weather or ground conditions, or the interval between innings, the last 25 overs shall be bowled. For every over started after 8.00 p.m. the offending club shall be fined £5.00, of which £1.00 shall go to each Umpire. If the players are sent off the field at 8.00 p.m. (7.30 p.m. in April, in late August and in September) the match shall be at an end.

(d) At the conclusion of the over in progress at 6.25 p.m. (5.55 p.m. in April, in late August and in September) the 25 overs or, if fewer, the actual number of overs remaining to be bowled shall be indicated on the scoreboard and thereafter shall be reduced after each over and as instructed by the Umpires should play be interrupted.

(17) Points

The team scoring most runs will be deemed to have won.

(18) The points for a win shall be 5 points, with the additional bonus of 2 points where the opposition has been dismissed or has declared.

(19) If a game is curtailed a win will be awarded to the team with the superior run rate and the above points will apply (subject to 25 over Rule). However, in a match where the first innings has been declared, if the first innings score is not beaten only 5 points shall be awarded for a Win on superior run rate.

(20) N.B. In games affected by weather or ground conditions, 25 complete overs must be bowled in the second innings to constitute the game unless it has been previously won.

(21) 2 points shall be awarded to a losing side if the opposition has been dismissed.

(22) 3 points shall be awarded to each team where the game results in a Tie, with the additional bonus of 2 points where the opposition has been dismissed. The result shall be a tie when the scores are equal at the conclusion of play, regardless of the number of wickets lost. (23) 2 points shall be awarded to each team if no result is obtained as above.

(24) If runs per over are equal in a drawn game then THREE points shall be awarded to each team.

(25) Run Rate

For the purposes of calculating run rate, overs which are left incomplete, for whatever reason, shall be deemed complete overs. If, for any reason, a bowler is unable to complete his over it shall be completed by another player, subject to M.C.C. Rules (Law 22, Section 7).

(26) Where the team batting first has been dismissed, its run rate shall be calculated upon the number of overs entitled to be received. Where the team batting first has declared its innings, its run rate shall be calculated upon the number of overs actually received.

(27) The scoring rate shall be calculated to TWO decimal places with rounding off as follows

(28) Cricket Balls

(a) The League shall supply cricket balls which shall be deemed the only official match balls in the Senior League and all other Divisions, the League Management Committee to select a suitable ball for each season.

(b) The Official League Ball for this season will be the Reader Sovereign Special County Grade

“A” balls shall be stamped with the name of the League. No other balls shall be used in a League or Cup game.

 (c) Each side to bowl their own ball, which shall be approved by the Umpires which in the Senior League and Ramsbottom Cup shall be a new one. The match ball and a suitable second ball to be handed to the Umpires before the teams take the field. Umpires are to examine the balls handed out for use, rejecting any which are not in accordance with this Rule or which are considered unsuitable for other reasons.

(d) Balls which have been renovated by being lacquered or varnished shall not be used in the League.

(29) Eligibility of players

No player banned (or suspended) in another League shall be allowed to play in this League whilst that ban (or suspension) is in place.

(30) Logos/Clothing

No advertising by word or logo shall be visible on clothing worn on the field of play except as approved by the League Management Committee and in accordance with ECB regulations. One sponsor's logo only will be allowed. Cricketers must wear white clothing at all times on the field of play and at post-match presentations-Track suit tops must not be worn on the field of play during matches or at presentations.

12. SCORING

(1) The competing Clubs shall appoint their own scorers. Clubs reported as having no scorer shall be dealt with at the discretion of the League Management Committee, subject to a maximum fine of £5 00

(2) The Home Club shall make available a suitable system for acknowledging signals from the Umpires and shall ensure that in all matches there shall be exhibited the following information, as a minimum:

(a) Progressive score of each innings, if not run by run, then at least every ten runs, and always at the fall of a wicket.

   (b) Progressive total of overs bowled in the first innings.

(c) Reducing number of overs bowled in the second innings, commencing with the number of overs notified by the Match Umpires (according to the wishes of either Captain as conveyed to the Umpires during the tea interval-Rule 11, Para. (10).

(d) When less than 20 runs are required by the side batting second, the score shall be adjusted run by run.

(e) Reducing number of overs as required under Rule 11 Para. 16(d), as instructed by the Umpires.

13. RESULTS INFORMATION

(1) After completion by the Scorers, the Results Sheet shall be agreed by the two Captains and be available for signature by the Umpires immediately following the match.

(2) Separate sheet to be issued regarding results information.

(3) The visiting team in Senior League and Ramsbottom Cup games shall forward the Match Score Sheets (i.e. top copy from score book) to reach the Sports Editor, Lancashire Evening Telegraph, New Telegraph House, High Street, Blackburn, by FIRST POST TUESDAY, subject to a fine of £10.00.

(4) If a ball has been bowled the Results Sheet shall contain complete details of both teams and shall be signed by both Captains and both Umpires.

(5) If a match is abandoned without a ball being bowled, the Results Sheet shall so signify but need not contain details of the teams. The sheet must be signed by both Captains and both Umpires. The time at which the match was abandoned shall be stated and the reason for abandonment.

(6) If a Results Sheet is incorrectly completed the Home Club shall pay a fine of £2 00 unless the mistake is a result of wrong information given by the Visiting Captain in which case the Visiting Club shall pay the fine.

(7) Each Club shall appoint a person to liaise with the Fixtures Secretary on all matters connected with Fixtures, Registrations, Results Sheets and Telephone Results. This person shall be named in the League Handbook along with two other Club Officials.

(8) Any appeals against fines, as above, shall reach the League Secretary in writing not later than 48 hours prior to the next meeting of the League Management

14. LEAGUE AWARDS

(1) All League Trophies shall be vested in the League Management Committee and it shall be their duty to get guarantees duly executed and to take whatever steps they may deem necessary for the safe custody and return to them of the trophies. They shall be empowered to act for the League in all matters concerning trophies and shall cause the names of the winning Clubs to be inscribed upon the trophies each year.

(2) The Senior League Club having the highest number of points and the Junior League Clubs having the highest number of points in their respective divisions at the end of the season shall be considered the Champions for that year and shall be entitled to hold for twelve months the League Championship Trophies.

(3) All League trophies (duly cleaned), including individual awards, shall be returned to the Hon.Sec. at the management meeting in August, with the exception of the

Ramsbottom and Lawrenson Cups which must be returned at the July meeting failure to do so shall render Clubs to a fine not exceeding £10.

(4) The Officers or representatives of each winning Club shall give a guarantee for the return of their trophy in good condition to the League Management Committee.

(5) An allowance for the purchase of souvenirs shall be presented to each winning team, such allowance and the League Championship Trophies to be presented not later than the last Saturday in October.

(6) In the event of two or more Clubs at the head of any division being equal on points at the end of the season, they shall be placed in order in the League Table according to the ratio between runs scored and wickets lost (the ratio to be determined by dividing runs scored by wickets lost in all League matches)

(7) Where there is a tie on points for promotion or relegation between Divisions One and Two, Clubs shall be placed in order in the League Table according to the ratio between runs scored and wickets lost, as defined above.

(8) For the purpose of Final League Tables, where two or more Clubs have equal points they shall be placed in order according to the ratio between runs scored and wickets lost, as defined above.

(9) The two Clubs which shall have scored the least number of points in the Senior League and in Division 2 of the Junior League at the end of the season shall retire, but shall be eligible for re-election.

15. UMPIRES

(1) Clubs shall be responsible, with the League Management Committee, for the establishment and maintenance of a panel of Umpires. The Umpires shall be notified as to their appointment, and shall report the time of starting matches, duration of interval and the result, also stating, in the event of lost time, how the delay arose.

(2) Each Club shall nominate one Umpire, not already a full-time member of the League Panel, who shall thereafter be available for appointment by the Umpires' Secretary. Should the Umpire so nominated not be available when required, it shall be the responsibility of his Club to provide a substitute, subject to fine for failure to do so.

(3) Any failure of Umpires to report for duty shall be reported by the Home Club to the Umpires' Secretary within 48 hours of the game.

(4) No Umpire who has reached 65 years of age shall be allowed to join the League Panel. Upon reaching that age existing members of the Panel may apply, on a yearly basis, to retain their membership.

(5) Each Club, when requested by the Umpires' Secretary, shall provide one Official or other responsible person to act as Umpire in a game involving one of that Club's teams, subject to a fine of £10 for failure to do so.

(6) Each Club shall provide a suitable and secure place, in or adjacent to the pavilion, for Umpires to change and leave their belongings. Such facilities shall be available for inspection prior to the season, where necessary.

(7) Umpires shall be paid such expenses as are, from season to season, agreed by the League Management Committee.

(8) These shall be paid by the Home Club before the end of the tea interval, a return of the expenses to be rendered to the Fixtures Secretary on the Match Report sheet provided.

(9) The Umpires only may order play to cease from any reasonable cause which may arise. A full report of same to be made by them to the League Secretary within three days.

16. UMPIRES DUTIES

(1) Condition of Match Balls

Umpires are to examine the match ball and second ball handed to them for use in the match, rejecting any which are not in accordance with Rule 11, Para. (28) or which are considered unsuitable for other reasons.

(2) Condition of Used Balls

Balls which have been renovated by being lacquered/varnished shall not be used in the League (League Management Committee).

(3) Umpires shall ensure that all details of the match are recorded on the Official Match Report including starting time, duration of interval, time of finish, together with the result, points awarded and their expenses in respect of each match in which they officiate. The Match Report, which will be the top copy from the Home team's scorebook, will be forwarded to the Fixtures Secretary after completion of all match details.

(4) In all cases, even if no play is possible, the Match Result Sheet must be completed and signed by both Captains and both Umpires; where necessary explaining the reason for the cancellation of the match.

(5) Umpires should ensure that all Clubs mark the pitch at a distance of 5 ft from the popping crease and on the bowling crease 1 ft either side of the centre stump in accordance with M.C.C. Law, to assist them in locating the danger area.

(6) An Umpire is only justified in appealing to the other Umpire when he is unable to decide owing to his having been prevented from seeing the occurrence on which the appeal is based. He is not to appeal to the other Umpire in cases on which he could give a decision, merely because he is unwilling to give that decision. If he is in any doubt, the principle laid down in M.C.C. Law 43,"That the existing state of things shall continue'; shall be followed and, in consequence, the decision should be in favour of the batsman.

(7) Umpires should not allow themselves to be unduly influenced by appeals from such of the Fielders who were not in a position to form judgment on the point appealed upon, or by tricks -such as throwing up the ball, on appealing for a catch at the wicket without waiting for the decision.

(8) Umpires being the sole judges of fair or unfair play, should remember that such devices are obviously unfair and are not in accordance with the spirit in which cricket should be played.

(9) Umpires must report to the Secretary of the League any breach of the League rules or of these regulations.

(10) Where the League rules conflict with other rules, the League rules must prevail.

17. INSTRUCTIONS TO UMPIRES

(1) The "over" in all Ribblesdale League matches shall be six balls.

(2) Time of arrival

Umpires must be on the ground at least 30 minutes before play is due to commence.

(3) Rolling

The roller shall be taken away 5 minutes before play is due to commence. Except for a rolling of 7 minutes between innings at the request of the Captain of the team which has still to bat, no further rolling shall occur save on the discretion of the Captains or should they disagree at the discretion of the Umpires.

(4) Lost Time

"Lost Time" will not be added at the end of a game but it should be notified to the Scorers who should then record it in the scorebook. Before signing the Match Report, Umpires must ensure that all "Lost Time" has been recorded together with an explanation.

(5) Discipline-Code of Conduct

Refer to instructions under Rule 9 - Code of Conduct.

(6) Fitness of Ground and Light for Play

The question of the fitness of the ground and the light for play shall, at the outset of the match, be settled by the Captains. Should they disagree, the Umpires' decision shall be final. Once a match has been started the Umpires shall be in complete control, deciding all questions of the fitness of the ground or light for play. A match can only be abandoned before the normal time for close of play after consultation and with the concurrence of both Captains.

(7) No game shall be called off before the normal starting time for play, except with the concurrence of both Captains and both Umpires in attendance at the ground, when the game may be called off not more than thirty minutes before the normal starting time for play.

(8) In all cases, even if no play is possible, score sheets should be forwarded by the Home Club to the Fixtures Secretary after being signed by both Captains and both Umpires, explaining the reason for the abandonment or cancellation of the match.

(9) Boundaries

Six hits are obligatory on all League grounds both Senior and Junior, for a ball hit and clearing the boundary line before its first bounce (normal M.C.C. rules to apply).

(10) Markers shall be used in addition to white lines where boundary lines cannot be clearly seen from the pitch.

(11) If in the opinion of the Umpire the boundaries of any ground are not clearly marked, he shall send details to the League Secretary so that the League Management Committee may consider the question and, if necessary take up the matter with the Club concerned.

(12) Sightscreens

Where Sightscreens are inside the boundary marking (i.e. wholly or partly within the field of play) all Clubs shall provide a white board to be placed across the front of the sightscreen wheels. This will signify the boundary line and any ball pitching behind this line and within the extremities of the sightscreen will count six runs.

(13) Obstructions On or Over the Field of Play

Umpires and Players are requested to note the following "Local Rules" regarding obstructions on certain grounds.

(14) Padiham, Settle

(a) On each of these grounds difficulties may be caused through branches of trees overhanging the field of play.

(b) The League Management Committee has agreed that on these grounds, and any other League grounds having similar problems with overhanging branches, the following "Local Rule" shall apply:

(c) "For a direct hit on any tree or any part of a tree which overhangs the field of play, SIX runs shall be scored."

Whalley

Any ball striking or passing through the branches of the tree situated within the boundary line shall count as FOUR runs.

(15) Rolls Royce

High tension power cables are suspended over the field of play. Local Rule - "If struck by the ball, directly from the bat, deemed as 'Dead Ball'". (No runs shall be scored nor shall the bowler be allowed an additional ball, unless a 'no ball' or 'wide' has been called).

(16) Use of Covers (where available)

As the League has supplied pitch covers for all grounds, the following shall apply:

(a) Where necessary, due to weather conditions, the Home Club shall ensure that the pitch is completely covered on match days prior to the scheduled starting time for play.

(b) If play is interrupted by rain, the Home Club shall be responsible for immediate complete covering of the pitch.

(17) Rain

In the case of interruption from rain, as soon as the rain has ceased the Umpires shall immediately without further instruction, inspect the wicket, unaccompanied by any of the players, and decide upon its fitness. Should it prove unfit, they shall continue to inspect, at intervals, until they decide that it is fit for play, when they shall call upon the players to resume the game. No match shall be started, or restarted after an interval or interruption, whilst is falling.

N.B. M.C.C. Law 17 (5) "If during the last over the Players have occasion to leave the field the Umpires shall call 'time' and there shall be no resumption of play the match shall be at an end."

(18) The Ground is Unfit for Play: When water stands on the surface, or when it wet or slippery as to deprive the Bowlers of a reasonable foothold, the Field other than the deep fielders, of the power of free movement, or the Batsman’s ability to play their strokes or to run between the wickets.

(19) In deciding whether play should be suspended (due to rain, light or ground conditions) or restarted after an interruption, the Umpires are not be influenced by the opinions of either side or the state of the game. Still are they to be influenced by the impatience of the spectators for the resume of play.

(20) Mopping up Surface Water from the Pitch

Should surface water be standing on the pitch, its removal during the course of a match shall be allowed but only with the agreement of both Captains.

(21) If both Captains are in agreement and the work can be carried out with damaging the pitch, the Umpires shall supervise removal of the surface water with blankets, foam pads, Water Hogs, etc. Forking or use of a roller should NOT be allowed.

(22) If either Captain is not in agreement with surface water being removed from pitch it should be left to drain away naturally.

(23) In all cases Umpires should ensure that no advantage can be gained by either side through damage to the pitch, especially in a situation where the first innings has already been completed.

(24) In this, as in all other matters connected with the game, THE DECISION OF THE UMPIRES SHALL BE FINAL.

(25) N.B. The "pitch" is the area between bowling creases, 22 yards long and 10 feet wide. The Umpires have sole responsibility for its use and maintenance once the toss has taken place. Before the toss for innings the pitch is the responsibility of the Home Club.

(26) Water on Other Areas

The above refers only to the "pitch" There is no reason why other methods, e.g. brushing, forking, etc., cannot be used on other parts of the square or outfield to get rid of water. Brushes should not be used on the pitch, due to the possibility of damage to the surface.

(27) LAW 2000 CODE M.C.C. rules apply - particular note should be taken of Law 41 (3), Law 42(6), Law

 42(7), Law 42(8), and Law 42(17). Penalty runs are not applicable.

(28) A copy of "The Preamble - the Spirit of Cricket" should be displayed in all dressing rooms.

(29) Law 5 should always be observed.

(30) Law 42(6) should always be observed.

(31) First Aid boxes must be provided in a fully stocked condition at every ground.

 

18. RULES FOR THE  RAMSBOTTOM CUP

(1) The  RAMSBOTTOM CUP shall be competed for annually on a knockout basis.

(2) All clubs who are members of the Senior League shall participate in the competition. The draw for each round shall be made by the L.M.C. The last two clubs drawn in the first round shall receive a bye, and, together with the winners from the 1st round, shall be included in the second round draw.

(3) Registered Professionals are eligible to play for their Clubs.

(4) Ties are to be drawn by the League Management Committee and played on such days as the Committee shall decide.

(5) Matches shall commence at 1.30 p.m. (1.00 p.m. on the last two weekends in August or in September).

(6) Each innings shall be limited to 48 overs. No bowler to bowl more than 10 overs in one match.

(7) In the event of a bowler sustaining injury and being unable to complete the over in progress, such over is to be completed by another player, who must not exceed the 10 over maximum in so doing.

(8) Restriction on placement of Fielders

At the instant of delivery a minimum of four Fieldsmen (plus Bowler and Wicket- Keeper) must be within an area bounded by two semi-circles centred on each middle stump (each with a radius of 25 yards) and joined together by a parallel line on each side of the pitch. In the event of an infringement the square leg Umpire shall call' No Ball'.

N.B. Metal discs must not be used to mark out the designated area.

(9) Both the Home and Away teams in the Semi Finals, as in the Final, shall equally share the receipts from the Gate and from any raffle or competition. Match expenses are to be the responsibility of the Home Club, also any profits or losses from licensed bars or catering.

(10) The First Round of the  Ramsbottom and Lawrenson Cup Competitions shall be scheduled to be played on a Saturday in May and if not concluded it shall be continued (from the point reached) on the Sunday of the same weekend and thereafter on successive weekday evenings until completed.

(11) If a tie commences on the Sunday designated but is not completed it shall be continued on the next available Sunday following, thereafter on successive weekday evenings. Should the first innings not have been completed on the first Sunday designated, the match shall be started afresh (as a new game) on the following Sunday and, if not completed, shall continue on successive weekday evenings.

(12) If a tie does not commence on the Sunday designated it shall be played on the next available Sunday following and thereafter on successive weekday evenings until completed.

(13) FINAL

If a Final does not commence on the Sunday designated or does not reach the conclusion of the first innings it shall be played on the next available Sunday following and thereafter as decided by the League Management Committee, or the League Executive Committee acting on behalf of the League Management Committee. If the Final is not completed on the first Sunday, but has reached at least the conclusion of the first innings it shall be completed on succeeding evenings.

(14) If the scores are level, the side which has lost the fewer wickets shall be the winner. If the sides are still equal, the side which has scored its runs in fewer balls shall be the winner. Should the sides still be equal, the match shall be replayed as decided by the League Management Committee.

(15) No player may play for two Clubs in any League Cup Competition in any one season.

(16) Toss for innings/nomination of teams. (See Match Rules for League Fixtures.)

(17) On the first day of any Cup match Umpires shall be paid expenses in accordance with Rule 15 Para. 9. On each subsequent day the Umpires shall have their travelling expenses reimbursed.

(18) Use of Covers-General

Use of covers shall be in accordance with regulations for League fixtures (See Rule 17 Para. (17) Except as follows: For matches continuing on successive evenings: Covers shall not be removed whilst rain is falling, even though play has been abandoned for the day. In cases of abandonment for other reasons, e.g. bad light the following shall apply:       

In the case of a match having to be continued on successive evenings, the pitch may be covered overnight at the request of either Captain. Once such agreement has been reached the covers shall continue in use after each evening's play for the remainder of the match. It shall be left to the discretion of the Home Club to remove the covers during the day when they are no longer required

(19) Notes on Care of Pitch

(a) (M.C.C. part rule 7). Before the toss for innings, the executive of the ground shall be responsible for the selection and preparation of the pitch; thereafter the Umpires shall control its use and maintenance except as provided for in Rule 9. The pitch shall not be changed during a match unless it becomes unfit for play, and then only with the consent of both Captains.

(b) (M.C.C. rule 10). Unless permitted by special regulations, the pitch shall not be rolled during a match except before the start of each innings and of each day's play, when, if the Captain of the batting side so elect, it may be swept and rolled for not more than seven minutes. The pitch shall not be mown during a match unless special regulations so provide. Under no circumstances shall the pitch be watered during a match.

(c) M.C.C. Notes to Rule 10. (2). The Umpires are responsible that any rolling permitted by this law and carried out at the request of the Captain of the batting side, is in accordance with the regulations laid down and that it is completed so as to allow play to start at the stipulated time. The normal rolling before the start of each day's play shall take place not earlier than half an hour before the start of play, but the Captain of the batting side may delay such rolling until ten minutes before the start of play should he so desire.

(d) Special Regulations for Mowing Pitches during Matches. The pitch shall be mown under the supervision of the executive of the ground to c that it shall be as near as might be possible in a similar condition commencement of play on any second or subsequent day as it had at the close of play on the previous day.

19. RULES FOR THE  LAWRENSON CUP

(1) The  Lawrenson Cup shall be competed for annually on a knock-out basis.

(2) Teams eligible shall be those competing in the Ribblesdale League Divisions One and Two. The draw for each round shall be made by the League Management Committee. The first round draw shall have eight teams receiving a bye, these shall be previous season's Cup Winners and beaten finalists plus Clubs who finish in highest positions in Division One, and together with winners from the first round shall be drawn for second round ties. The Rules of the Competition are as for the  Ramsbottom Cup as follows:

(3)  Professionals are not eligible to play in this Competition.

(4) When a Senior League team is engaged in a match on the date that its second X1 is playing a knockout Competition Match any player shall be eligible for either team. If a second XI League Knockout Match is played when the Senior Team had no match, a player shall not be eligible to play in the second X1 Knockout Team if he has played in more than two games in the preceding 28 days, or if more than four Senior League games are played in that period than three games. For the sake of clarification a player who is selected for the Senior League in a game that does not commence shall not be deemed to have played. As the competition approaches its close, the clubs concerned should as a matter honour continue to play their usual junior players and the introduction of players for the purpose of winning the Competition may lead to the disqualification of the Club concerned.

(5) Any player who has played in the Ramsbottom Cup is not eligible to play in the Jennings Lawrenson Cup in the same season without the permission of the League Management Committee, or the League Executive Committee acting on behalf of the League Management Committee.

(6) In the event of an objection made by any Club to the League Secretary, not later than three days after the fixture has taken place, the League Management Committee, or its Emergency Committee, shall have power to reverse the and the offending Clubs shall be liable to a fine of £10.

20. THE VEKA RIBBLESDALE LEAGUE DIVISION THREE RULES

(1) The rules governing this Division shall be those pertaining to the Ribblesdale Cricket League, except as agreed by the League Management Committee.

(2) Teams shall provide their own Umpires for all matches.

(3) Fixtures shall be arranged annually by the League Fixtures Secretary when the availability of grounds is known so that each team shall play each other team twice, if possible.

(4) Where fixtures have to be rearranged due to the unavailability of grounds, Clubs not having played their fixture by the date of the next meeting of the League Management Committee shall notify that meeting of the date for the rearranged fixture to be played, or accept a date decided by the Fixtures Secretary.

(5) The Club having the highest number of average points at the end of the season shall be considered Champions and shall hold the "Alan Heywood" Trophy for one year. To obtain an average, total points shall be divided by games played.

(6) A Championship allowance shall also be payable for the purchase of souvenirs for the winning team.

(7) Eligibility of players. Regular First Team players shall not be selected for Division Three matches without the permission of the League Executive Committee unless such players are classed as "Under 17" under Youth League Rules and would qualify to play Youth League Cricket under those Rules. No person over the age of 18 years who has played in the Senior League shall be allowed to play in the League Division 3 for 14 days from the date of that appearance. Any violation of this Rule to be dealt with under Rule 6 (12).
